WHY ARE GOVERNMENT FINES AND/OR PENALTIES NOT CONSIDERED TO BE FORMS OF BRIBERY?

FINE, PENALTY OR BRIBE?
???
THE DEFINITION OF FINE: Monetary charges imposed upon individuals who have been convicted of a crime or a lesser offense. A fine is a criminal sanction. A civil sanction, by contrast, is called a penalty. + THE DEFINITION OF BRIBERY: The offering, giving, receiving, or soliciting of something of value for the purpose of influencing the action of an official in the discharge of his or her public or legal duties. Note: What's the difference?
