THE DEFINITION OF TERRORISM

WHAT IS TERRORISM?
Since federal criminal code defines terrorism as "the unlawful use of force and violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives"; why have the people who harassed and stalked and menaced John at his residence for the last decade NOT been charged with terrorism-related offenses? Could it have something to do with the criminals in question being Caucasian American citizens? What if they were of Middle Eastern descent?

18 U.S. CODE § 1001 - STATEMENTS OR ENTRIES GENERALLY / (a) Except as otherwise provided in this section, whoever, in any matter within the jurisdiction of the executive, legislative, or judicial branch of the Government of the United States, knowingly and willfully — (1) falsifies, conceals, or covers up by any trick, scheme, or device a material fact; (2) makes any materially false, fictitious, or fraudulent statement or representation; or (3) makes or uses any false writing or document knowing the same to contain any materially false, fictitious, or fraudulent statement or entry; shall be fined under this title, imprisoned not more than 5 years or, if the offense involves international or domestic terrorism (as defined in section 2331), imprisoned not more than 8 years, or both. CA Civ Code § 1570 (2013) / Menace consists in a threat: 1) Of such duress as is specified in Subdivisions 1 and 3 of the last section; 2) Of unlawful and violent injury to the person or property of any such person as is specified in the last section; or, 3) Of injury to the character of any such person. / 1572.  Actual fraud, within the meaning of this Chapter, consists in any of the following acts, committed by a party to the contract, or with his connivance, with intent to deceive another party thereto, or to induce him to enter into the contract: 1) The suggestion, as a fact, of that which is not true, by one who does not believe it to be true; 2) The positive assertion, in a manner not warranted by the information of the person making it, of that which is not true, though he believes it to be true; 3) The suppression of that which is true, by one having knowledge or belief of the fact; 4) A promise made without any intention of performing it; or, 5) Any other act fitted to deceive.
